MINUTES <br />CITY COUNCIL <br />DECEMBER 10, 2008 <br />There were additional comments about the lank of notice relative to the <br />proposed projects. It was noted that notices were mailed by the condo <br />board as well as posted in common areas. A petition for the HIA <br />ordinance was taken around, but since it only needed 25% of ownership <br />signatures, once that number was achieved, the petition stopped being <br />circulated. <br />One owner noted that his cost for the elevator work would be <br />approximately $1,500 and indicated that he did not mind being able to <br />spread the cost over 15 or 20 years rather than pay it right away. <br />Blesener noted that roof work may be crucial as well, especially to those <br />people with condos directly under the bad roof segments. Blesener <br />pointed out available options: the City can adopt the ordinance and start <br />the 45-day clock, or it can table action on the ordinance until the condo <br />association has additional meetings. Blesener pointed out that if the <br />ordinance is adopted, the ownership has 45 days within which to bring in a <br />petition signed by 35% of the owners vetoing the HIA. Keis noted that <br />another option would be to deny the HIA ordinance and end the process. <br />Kobeska stated that he was not against the creation of the HIA, but felt <br />that more information was needed so that property owners fully <br />understood the project and the various financing options. West indicated <br />that information has been presented to property owners, but agreed that <br />based on tonight's discussion more informational meetings were needed. <br />West encourage the Council to adopt the HIA ordinance and start the <br />clock. During the 45 day period additional meetings will be held and <br />property owners have the opportunity to obtain a petition of 35% of the <br />owners to stop the HIA process. <br />Keis pointed out that the City is not asking the Canabury Condo <br />homeowners to make any improvements or to utilize the HIA process. <br />The City is here, however, to facilitate the HIA process so that Canabury <br />can use this as a financing vehicle. Keis encouraged additional <br />communication among the ownership. <br />One owner commented that it was her feeling that many people signed the <br />petition for creation of the HIA, but did not understand the concept. <br />Another owner who indicated that she was on the association board <br />indicated that while she understood concerns that property owners have, <br />she indicated that there have been no secrets about the proposed <br />improvements and the HIA process. <br />One property owner acknowledged the need for some improvements, but <br />suggested that not all were necessary.
