MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />rescind his licenses so that the revocation does not appear on his record. <br />Blesener agreed. <br />The City Attorney indicated that the Council will vote this evening on the <br />licenses based on the facts as presented by the Ramsey County Sheriffls <br />Department. He again noted the option for Mr. Thao to rescind his <br />licenses. Mr. Thao again asked the Council to allow him to operate until <br />January 31st. He asked for another chance, and pointed out that January <br />3`a will be earlier than the agreed upon date with Ms. O'Hara later in <br />January. <br />The Council again pointed out the option for Mr. Thao to rescind his <br />licenses. Mr. Thao stated that he would voluntarily give up his licenses <br />this evening. The City Attorney asked Mr. Thao if he was being duressed. <br />He stated that he was not. The City Attorney asked if he was making this <br />decision of his own free will. Mr. Thao replied that he was. The City <br />Attorney asked Mr. Thao if he was given proper notice of the public <br />hearing as well as an opportunity to state his position. Mr. Thao replied <br />that he was. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Mr. Blesener, seconded by Ms. Allan, the public hearing <br />was closed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-I2-322 -REVOKING THE FOLLOWING <br />LICENSES FOR BANGKOKAVENUE EFFECTIVE IMMEDIATELY <br />BASED ON THE REASONS DISCUSSED THIS EVENING: <br />ON-SALE WINE LICENSE; <br />ON-SALE INTOXICATING MALT LIQUOR LICENSE; <br />SUNDAYLIQUOR LICENSE; <br />2 A.M. LIQUOR LICENSE; <br />CONSUMPTION& DISPLAYLICENSE; <br />ENTERTAINMENT LICENSE <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />19 <br />
