MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />22, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />December, 2008 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barbara Allan <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Council Mem. Elect Mr. Mike McGraw <br />City Clerk Ms. Kathy Glanzer <br />RENTAL The Mayor reported that the purpose of this evening's workshop meeting <br />HOUSING is to review the proposed Rental Housing Licensing Ordinance with the <br />LICENSING owners of rental housing unit complexes with at least four units. The City <br />Administrator first began with an explanation as to why the City is <br />considering the adoption of this ordinance. He indicated that discussion <br />first began about four years ago about the need for a rental ordinance <br />given the level of crime activity in the City. He indicated that the City <br />first considered the New Brighton ordinance as a model, but given issues <br />with this ordinance, the City is now considering an ordinance similar to <br />South St. Paul's. The draft ordinance being considered also includes <br />provisions similar to the City of Burnsville's Star Program. He also <br />reported that the City has also worked with the Minnesota Multi-Housing <br />Association in the drafting of the proposed ordinance. <br />The Administrator indicated that the City Council recently held a <br />workshop meeting to review the proposed Rental Housing Licensing <br />Ordinance. It was felt that the next step was to bring the draft to the rental <br />housing property owners for their input. The Administrator indicated that <br />it is not the goal of the Council to create onerous provisions for the <br />complexes in enacting this ordinance. The Council also felt that rental of <br />single-family homes should also fall under the ordinance and noted that <br />there can be issues with "accidental landlords" who become landlords for <br />reasons such as the current state of the economy.
