MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />inspections out over four years may be possible, but indicated that he <br />would not recommend a time period longer than four years. <br />The next item of discussion was that of the requirement for background <br />checks on owners/officers/managers/and directors of the rental properties. <br />The Administrator noted that State Law already requires that background <br />checks be done on property managers. The City Administrator indicated <br />there has been some discussion about the need to run background checks <br />on a complex owner. He has had some discussion with the City of West <br />St. Paul on this provision, and was informed that West St. Paul has not <br />denied a retail license because of an unsatisfactory background check on <br />an owner. The Administrator suggested that removal of this provision is <br />reasonable. <br />The next provision discussed was that of the July ls` through June 30~~' <br />license period. Again, the mid-year license may help keep down <br />inspection costs given inspectors will not be as busy. Allan asked how <br />many inspections can be done in one day. Bazoff reported that in <br />inspecting Grand Pre, she and two maintenance personnel can do 250 units <br />in three days. <br />Richard Kimmes, rental property owner, asked about re-inspections. The <br />City Administrator replied that the goal will be to have all units inspected <br />within a two to four year time period. If there are no problems at a <br />complex after the initial inspections are done, the City may consider an <br />alternative inspection process going forward. Kimmes asked what types <br />of problems the inspectors will be looking for. The Administrator <br />indicated that interior inspections of units will be looking for mold, trash <br />accumulation, defen•ed maintenance, etc. The Administrator indicated <br />that once an acceptable inspection report is submitted, the rental license <br />will be issued for the particular unit. <br />The next issue of discussion was the crime free/drug fi•ee language in <br />tenant leases. It was discussed that the Minnesota Multi-Housing <br />Association has sample language, and there are other sources as well. <br />Zinner reported that North St. Paul has acrime-free multi-housing <br />addendum that contains some good provisions. The Administrator <br />indicated that the goal is to make tenants aware through the use of a crime <br />free/drug free lease addendum, and indicated that the City should be able <br />to accommodate lease addendums from a variety of sources. <br />Tenant screening criteria was next discussed. The Administrator indicated <br />that the Ramsey County Sheriffls Department Feels that thorough tenant <br />screening is very important. Blesener noted that Montreal Courts recently <br />learned that the company doing their tenant screening was not doing a <br />thorough job.
