MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />The City Administrator indicated that the situation is not quite as bad as it <br />sounds, reporting that complexes get monthly Sheriffls reports and can <br />have weekly reports upon request. Any calls of a serious nature are <br />reported to ownership. The Administrator noted that the Sheriffls <br />Department will be putting apart-time patrol at Montreal Courts, and that <br />should help matters at that complex. <br />Bazoff reported that the security person at Grand Pre Apartments has an <br />excellent relationship with the Sheriff s Department. That security person <br />is on duty from 10 p.m. to 5 a.m. <br />Blesener commented that it is likely that some tenants know how the <br />eviction process works and use the system to their advantage. <br />Ecktenkamp agreed and also indicated that the housing court will throw <br />cases out on minor technicalities. There is a strong bias in this court in <br />favor of tenants. <br />The City Administrator indicated that he would have the City Attorney <br />look at the code of conduct provisions to eliminate any inappropriate <br />references. <br />Zinner asked about disorderly conduct and pointed out that a charge will <br />likely not hold up in housing court, but a conviction may. The City <br />Attorney agreed. <br />Schreier indicated that their properties are well run, and now the City is <br />imposing an additional set of rules on them that come with additional <br />expenses. <br />The City Administrator went on to review the star program provisions in <br />the ordinance. He noted that he recently learned of the St. Paul <br />Association of Responsible Landlords (SPARE) program for smaller <br />properties, and indicated that he would look at incorporating those <br />provisions in the ordinance. <br />Peden asked about the crime free training and where property owners <br />could get that training. The Administrator indicated that the Sheriffls <br />Department offers the crime free training, and suggested that once the <br />ordinance is in place, they may offer it on a more frequent basis. <br />Zinner asked how realistic the July 1, 2009 implement date is. The City <br />Administrator agreed that that date may be a challenge. The City may <br />have to go a little easy on the standards at the beginning until all the <br />various components of the licensing program can be brought together. <br />6 <br />
