<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and City Council Members <br /> <br />FROM: Chris Heineman, City Administrator <br /> Corrin Wendell, AICP, Community Development Director <br /> <br />DATE: Wednesday, August 10, 2022 <br /> <br />RE: Review Preliminary Plat Application from Cara Builders, LLC <br /> 0 Edgerton Street (PID 052922340061) <br /> <br />ACTION TO BE CONSIDERED <br />No action is required at this time. The following information is being provided as an update to the <br />Preliminary Plat and Variance application that was presented at the July 27 City Council meeting. <br /> <br />BACKGROUND <br />The initial Preliminary Plat application from Cara Builders included eight (8) single-family homes. <br />This application was presented to the Planning Commission on July 14th and to the City Council on <br />July 27th. Based on input received from the Planning Commission and the City Council, the <br />subdivision proposal has been reduced to seven (7) single-family homes. <br /> <br />The Planning Commission reviewed the application at the July 14th Planning Commission meeting. <br />After receiving public input and discussing the proposal, the Planning Commission recommended <br />approval (5-1) and provided additional recommendations for consideration to the City Council. The <br />City Council conducted a Public Hearing on the Preliminary Plat at the July 27th City Council <br />meeting. After listening to input from the public during the public comment period, the City Council <br />tabled the discussion and referred the application back to the Planning Commission to review <br />recommended changes to the Preliminary Plat based on information from the watershed district, input <br />from the residents, and recommendations from the Planning Commission. <br /> <br />The following items have been modified in the revised Preliminary Plat Site Plan: <br />• The total number of lots in the proposed subdivision was decreased from 8 lots to 7 with the <br />elimination of a lot on the north end of the parcel. <br />• An Outlot was created to accommodate stormwater management. <br />• All 7 lots now meet the R-1 district requirement for lot area, (10,000 sq. ft.), which eliminates <br />the need for the request for this type of variance. <br />• The watershed district continues to review the application for compliance with their <br />requirements. The City Engineer is working closely with the watershed district in evaluating <br />the upcoming soil borings results and next steps in approvals. <br />• The road width of the development may change from 28 feet in width to 26 feet in width to <br />reduce impervious surface and stormwater management. This will be evaluated by the City <br />Engineer. <br />• The street grade has been reduced from 8.0% to 7.5% with the inclusion of a longer flat area <br />(2.5%) near the curve and intersection with Edgerton Street. <br />• Additional retaining walls have been added to the plan to reduce steep grades on the site. The <br />City Engineer will continue coordinating with the Developer and his Engineer on <br />modifications to the grading plan.
