MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2022 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2022-9-103 — APPROVE THE 2023 BONDED INDEBTEDNESS TAX <br />LEVYRED UCTIONS WHICH WILL RESULT IN ZERO BONDED INDEBTEDNESS <br />TAX LEVY FOR 2023 <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ORGANIZATIONAL STUDY & GAP ANALYSIS PROPOSAL <br />The City Administrator stated that during a Workshop, Council members expressed the importance of <br />conducting an organizational study and gap analysis as soon as possible. He explained that this will <br />provide an analysis of the current staffing structure with specific attention focused on communication <br />needs. He stated that two proposals were received and DDA Human Resources was the most <br />competitive and most tailored to our needs. He noted that this proposal was also identified as a <br />strategic initiative during the strategic plan update in May 2022. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 022-9-104 — APPR O VE A CONTRA CT WITH DDA HUMAN <br />RESOURCES FOR THE ORGANIZATIONAL STUDY & GAP ANALYSIS IN THE <br />AMOUNT OF $5,500 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5).
