STAFF REPORT 1 TO: Mayor Keis and Members of the City Council FROM: Eric Seaburg, P.E., City Engineer DATE: October 12, 2022 RE: Improvement Hearing for Spruce Street, Sunrise Drive, and Sunset Court City Project Nos. 2023-01, 2023-02, 2023-03 ACTION TO BE CONSIDERED: Motion to accept feasibility report and call for a public improvement hearing for street improvements on Spruce Street, Sunrise Drive, and Sunset Court. BACKGROUND: The following roadways are included in the City’s 10-year Capital Improvement Plan and 15-Year Pavement Management Plan: • Spruce Street (South Owasso Blvd to 830’ North) – City Project No. 2023-01 • Sunrise Drive (Cul-de-sac to 350’ South) – City Project No. 2023-02 • Sunset Court (Cul-de-sac to Edgerton Street) – City Project No. 2023-03 These projects are predominantly pavement-focused with spot improvements proposed to the curb and gutters and underground utility systems. A feasibility report detailing the proposed projects has been prepared. The bullet points below highlight each of the proposed improvements: • Street Improvements Full-depth reclamation and paving is proposed for the roadways. The curb and gutter will be removed and replaced in areas where it is damaged or settled. • Watermain & Sanitary Sewer Improvements Consistent with past projects, the underground watermain and sanitary sewer utility systems have been reviewed for overall condition and long-term integrity. The systems are in good condition and are proposed to be left in place. Minor improvements will be made to each system to ensure reliability. • Storm Sewer Improvements The storm sewer systems within each project area were reviewed and found to be in good condition. Minor improvements will be made as necessary to ensure the storm sewer system can provide good, long-term service for the new roadway.
