For water bodies without a piped outlet: <br /> <br />(1) The normal water level of a water body without a piped outlet shall <br />be determined by a qualified licensed geologist or hydrogeologist. <br />A ground water analysis using existing or installed monitoring <br />wells on or near the site and soil conditions in the basin shall be <br />used. Ideally, the peak groundwater elevation over a continuous <br />three-year monitoring period shall be considered the normal water <br />level of a basin without a piped outlet, provided soil conditions <br />allow full drainage of recent storm event within 48 hours.
