<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: October 12, 2022 <br /> <br />RE: Improvement Hearing for Twin Lake Boulevard Improvements <br /> City Project No. 2023-04 <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to accept feasibility report and call for a public improvement hearing for street improvements <br />on Twin Lake Boulevard. <br /> <br />BACKGROUND: <br />Twin Lake Boulevard is included in the City’s 10-year Capital Improvement Plan and 15-Year <br />Pavement Management Plan. The roadway resides almost equally in both the City of Vadnais Heights <br />and the City of Little Canada and is therefore a joint project. City staff has been coordinating this <br />project with Vadnais Heights staff for the last year or so. A Cooperative and Maintenance Agreement <br />with Vadnais Heights is currently being prepared and will be presented to the City Council at the time <br />of the Improvement Hearing for consideration and acceptance. <br /> <br />A feasibility report detailing the proposed projects has been prepared. The bullet points below <br />highlight each of the proposed improvements: <br /> <br />• Street Improvements <br />Full-depth reclamation and paving is proposed for the roadway. Additionally, new curb and <br />gutter will be placed on each side of the roadway. The section of roadway from Bankers Drive <br />to Mayfair Road will be narrowed from 32’ to 28’ to help facilitate trail construction in this <br />area. Additionally, the narrowing will act as a natural traffic calming measure. Realignment of <br />the eastern intersection is proposed as part of the project. The exact realignment will be <br />determined during final design with input from Vadnais Heights and Ramsey County. <br /> <br />• Watermain & Sanitary Sewer Improvements <br />The watermain and sanitary sewer are in good condition and are proposed to be left in place <br />with minor improvements proposed to sanitary sewer manholes. A 400’ long watermain <br />interconnect is proposed. This will connect the Little Canada and Vadnais Heights watermain <br />systems. Valving for each city will remain closed during normal conditions. In the event of a <br />water supply emergency, the valving could be opened to allow for water sharing. <br /> <br />
