Easements and Permits <br />Twin Lake Boulevard ǀ 0N1.125376 Page 13 <br /> <br />EASEMENTS AND PERMITS <br />Permits and approvals will be required from the following agencies for the corresponding work: <br />• Ramsey County for work within county right-of-way. <br />• Department of Health for emergency watermain interconnect. <br />• Minnesota Pollution Control Agency NPDES Construction Stormwater Permit for land disturbance <br />over 1 acre. <br />• Ramsey Washington Metro Watershed District for land disturbance over 1 acre. <br />• Ramsey Washington Metro Watershed (WCA LGU) for temporary or permanent wetland disturbance. <br />• Minnesota DNR for work below Ordinary High Water Level (OHWL) of Vadnais Lake (not anticipated). <br />Permanent easement needs will be minimized to the extent possible. At the time of this report, <br />permanent easements are likely needed along the two parcels being redeveloped in the City of Little <br />Canada as well as the Five Star Mobile Estates parcel located in the City of Little Canada. Project staff <br />will work with these landowners to secure necessary permanent easements <br />Minor work may be required outside of existing right-of-way for grading or restoration purposes. These <br />needs will be handled by securing right-of-entries from property owners. <br />CONCLUSION AND RECOMMENDATIONS <br />From an engineering standpoint, this project as proposed is feasible, cost effective, and necessary. It can <br />best be accomplished by letting competitive bids for the work under one contract to complete the work <br />in an orderly and efficient manner. The City of Little Canada and the City of Vadnais Heights will have to <br />determine the economic feasibility of the proposed improvements. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
