STAFF REPORT TO: Mayor Keis and Members of the City Council FROM: Bryce Shearen, Parks & Recreation/Community Services Director Eric Seaburg, P.E., City Engineer DATE: October 26, 2022 RE: Approval of Plans and Specifications for 2023 Pioneer Park Improvements ACTION TO BE CONSIDERED: Motion to approve plans and specifications and ordering advertisement for bids for the 2023 Pioneer Park Improvements Project. BACKGROUND: City staff, with guidance from the City Council, Parks & Recreation Commission, and recent engagement, has prepared a 2023 Pioneer Park Project utilizing the City’s American Rescue Plan Act (ARPA) funding, Fund 400, MnDNR grant, and donations. The scope of improvements are itemized below. The Park Amenities are being procured directly by the City to reduce markup and capitalize on any end-of-year sales. The remaining items have been bundled into a Site Improvements project that will be publicly bid late this fall. Park Amenities Being Procured Directly by City Staff • New playground Equipment (equipment and installation) • Poured-In-Place Rubber surfacing (to be installed by the playground company above) • A new shade structure/picnic shelter • Site furnishings (new picnic tables, benches, and drinking fountain) • Entry kiosk Site Improvements Being Bid for Construction in 2023 • New sidewalks and trails throughout the project area • Site grading and drainage improvements • Rainwater gardens and turf mounds • Interactive water feature (push button activation) • Tree and landscaping plantings • Fencing • Site Restoration FINANCIAL IMPACT: The 2023 estimated expenditures and funding sources for the project components listed above are summarized in the table below. The industry continues to see variability in both material pricing and contractor pricing. As such, project staff has attempted to forecast pricing for 2023.
