MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 16, 2022 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 16" day of November, 2022 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Keis, Council Members McGraw, Fischer, Torkelson and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Public Works Director Bill Dircks, <br />Finance Director Sam Magureanu, Parks & Rec/Community Services Director Bryce Shearen, <br />Community Development Director Corrin Wendell (via telephone) and City Clerk/HR Manager <br />Heidi Heller. <br />UPDATE ON CITY HALL REMODEL PROJECT <br />The City Administrator reviewed the process for bidding the City Hall remodeling project with <br />Sourcewell. He stated that the bid amounts were higher than originally expected due to some <br />better details of what work was needed and the market pricing now. He noted that the pricing <br />information received does not include the remodel of the public restrooms. He stated that he is <br />also exploring other companies to do the work in addition to Sourcewell, but due to the project <br />cost this would trigger a Request for Proposals. City Council members directed staff to include <br />the public restrooms in the scope up to a total project cost of $450,000. The Finance Director <br />stated he would add $50,000 to the Capital Improvement Plan for adoption by the Council. <br />DISCUSS BUILDING DEMOLITION OPTIONS FOR 3006 RICE STREET AND 2750 <br />RICE STREET <br />The City Administrator explained that these two properties are both considered blighted, and <br />noted that demolition of the A & W restaurant was a priority of the Council in the Strategic Plan. <br />He noted it is a very different process for each one because 2750 Rice Street is owned by the <br />City, and 3006 Rice Street is privately owned. <br />The Community Development Director stated that she spoke with the owners of 3006 Rice <br />Street, and they appear to be ready to move forward with improving the site. She stated that she <br />would be setting up a meeting with them to discuss next steps. <br />The City Administrator stated that since 3006 Rice Street is privately owned, the City cannot <br />simply decide to demolish the structure. He explained that it must follow MN Statutes to <br />determine the building is hazardous, and state law determines the process for condemnation. <br />The Council members all agree that they want the A & W building removed as soon as possible, <br />but discussed whether it should be taxpayers that pay for it or front the cost for the owners. <br />
