services, rather the water is billed directly to residents by SPRWS. Two of the cities (Roseville and Arden
Hills) own their water infrastructure, operate its own enterprise water fund and are billing its residents
similarly like Little Canada.

As noted in the bellow graphs City of Little Canada water rates for both winter and summer are the lowest,
when comparing in 2022. The bellow analysis assumes a quarterly water usage of 12,000 gallons.

When comparing Little Canada winter water bill ($58.70) with the second lowest city quarterly water bill
($71.42), Little Canada charges 22% less. Further, when comparing with the highest city quarterly water
bill (Arden Hills $87.41), Little Canada charges 49% less for its water. The average water winter bill for
all six cities is $74.91, Little Canada charges 27.61% less for its winter water when compared to the average
bill. Similar percentages are noted when analyzing the summer water bill.

Saint Paul Roseville
Mendota
Heights Maplewood Little
Canada
Falcon
Heights Arden Hills
Water ‐ Winter Rate Comparison $71.42 $76.38 $71.42 $71.42 $58.70 $71.42 $87.41
$0.00
$10.00
$20.00
$30.00
$40.00
$50.00
$60.00
$70.00
$80.00
$90.00
$100.00
2022 Quartely Water Bill ‐Winter Rate Comparison

Saint Paul Roseville
Mendota
Heights Maplewood Little
Canada
Falcon
Heights Arden Hills
Water ‐ Summer Rate Comparison $73.03 $76.38 $73.03 $73.03 $60.50 $73.03 $87.41
$0.00
$10.00
$20.00
$30.00
$40.00
$50.00
$60.00
$70.00
$80.00
$90.00
$100.00
2022 Quartely Water Bill ‐Summer Rate Comparison

CONCLUSION:
Higher water rates are projected mainly due to larger wholesale water rate increases by SPRWS, as a result of the
building of the McCarrons Treatment Plant. The bellow rates would need to be evaluated on a yearly basis to most
current projections for operating expenditures and capital infrastructure needs.
