22 <br /> <br />EXHIBIT A <br /> <br />CERTIFICATION REGARDING DEBARMENT, SUSPENSION, <br />INELIGIBILITY AND VOLUNTARY EXCLUSION - <br />LOWER TIER COVERED TRANSACTIONS <br /> <br />As required by the Ramsey County Contract Compliance and Debarment Ordinance, and by 2 CFR <br />part 2424, 24 CFR 5.105(b), and Executive Orders 12549 and 12689, the City of Little Canada, a <br />Minnesota municipal corporation (“Grantee”), certifies that neither it, nor its principals, is <br />presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily <br />excluded, by any Federal department or agency, or the State of Minnesota or Ramsey County, <br />from participation in the transaction made by the Grant Agreement dated evenly with it (“Grant <br />Agreement”) between the Ramsey County Housing and Redevelopment Authority (“Authority”) <br />and Grantee. <br /> <br />As a lower tier participant, Grantee agrees that by submitting this certification, it will not <br />knowingly enter into any lower tier covered transaction with a person who is debarred, suspended, <br />declared ineligible, or voluntarily excluded from participation in this covered transaction, unless <br />authorized by the Authority. <br /> <br />Grantee agrees to provide a list of its contractors hired for the project to the Authority prior to any <br />disbursement of funds under the Grant Agreement and update when needed throughout the project. <br /> <br />The terms of the Grant Agreement are incorporated into this certification and all capitalized terms <br />in this certification which are defined in the Grant Agreement will have the meanings set forth in <br />the Grant Agreement. <br /> <br />THE CITY OF LITTLE CANADA, <br />a Minnesota municipal corporation <br /> <br /> <br />By: <br /> <br /> John T.
