A motion by Hipp recommending that the City Council consider option “I” (Northland
Recreation) as the top choice, with option “J” (St. Croix Recreation) as a secondary choice.
The foregoing motion was duly seconded by Horwath.

Ayes (7). Nays (0). Motion passed.

The Commission also noted they liked more bright colors to make the play area stand out and since
the Parks & Recreation Commission meeting, the top two vendors have included another option for
colors that are attached to the packet.

LITTLE CANADA RECREATION ASSOCIATION (LCRA)
As the primary donor to the playground equipment, staff presented the top two playgrounds to the
Little Canada Recreation Association (LCRA) at its meeting on Tuesday, November 8, 2022. Staff
wanted their input and to make sure that the designs presented fit with their vision of what they
were hoping the playground would look like with their donation. The LCRA was very supportive of
both options with a 7-7 vote (14 people at the meeting), and they indicated that either option fit with
the impressive design they had in mind when wanting to donate to the City for this playground.
They stated that their donation alines directly with their mission and that they wanted this
playground to make an impact in the community and felt either option would do that.

CONCLUSION
Staff has spoken with all the playground vendors and confirmed product can be received by the City
in time for installation next year. Additionally, since staff has not worked with Northland
Recreation in the past, calls were made to other cities that have used Northland Recreation and all
comments received were positive. Each playground vendor does things a little differently but both
Northland Recreation and St. Croix Recreation said a small portion of the playground could be built
with a community build, but advised that the bigger portion for safety and liability reasons should
be built with their contractors.

Staff feels that either option would make a positive impact on Pioneer Park and the community and
are comfortable with using any one of the designs proposed, but especially the top designs that were
voted on by the community and brought forward by the Parks & Recreation Commission.

TIMELINE
• Playground Equipment Proposal Due ...................................................
