MINUTES CITY COUNCIL SPECIAL MEETING (IMPROVEMENT HEARING TWIN LAKE BOULEVARD) DECEMBER 14, 2022 objections received and then adopt the assessments. The assessment amounts can be paid within 30 days with no interest charged; otherwise they will be assessed to property taxes for a period of 10 years with an interest rate that depends on the market. The City Engineer reported on project funding, noting that sanitary sewer, water main and storm sewer repair costs and the new trail would not be assessed. He explained that up to 50% of the street costs will be funded through special assessments to benefitting property owners. The Engineer then explained the special assessment process in detail which is based on the City's Assessment Policy that has been in place since 1995. He stated the Council is also asked to approve a Cooperative Agreement with the City of Vadnais Heights that lays out the cost share between the cities and ownership and maintenance. The public hearing was opened for comments from the general public. There were two residents in attendance. There were no comments from the public. Upon motion by Fischer, seconded by Miller, the public hearing was closed. Fischer introduced the following resolution and moved its adoption: RESOL UTION NO. 2022-12-139 — ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS FOR IMPROVEMENT NO. 2023-04, TWINLAKE BOULEVARD AND A UTHORIZE THE COOPERATE AND MAINTENANCE AGREEMENT WITH THE CITY OF VADNAIS HEIGHTS The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. Fischer introduced the following resolution sand moved its adoption: RESOL UTION NO. 2022-12-140 — APPROVING THE COOPERATE AND MAINTENANCE A GREEMENT WITH THE CITY OF VADNAIS HEIGHTS FOR THE TWINLAKE BOULEVARD IMPROVEMENT PROJECT 2023-04 The foregoing resolution was duly seconded by Torkelson. Ayes (5). Nays (0). Resolution declared adopted. 2
