MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 26, 2009 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 26th day of <br />January, 2009 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />City Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the public hearing to consider the improvement <br />2009-02 & of Desoto Street (from LaBore Road to Allan Avenue) and Costa Lane <br />2009-03 - by mill and overlay of bituminous surface as well as concrete curb and <br />DESOTO gutter repair and/or replacement. <br />STREET & <br />COSTA The City Engineer reviewed the existing road conditions and noted that <br />LANE based on those conditions a mill and overlay of the street is being <br /> proposed to re-establish the crown. Approximately 1 %2" of the edges of <br /> the street will be milled off tapering toward the center of the street. The <br /> street will then be overlaid with bituminous. There will be minor curb <br /> repair and replacement of badly damaged curb sections to improve curb <br /> drainage. The Engineer noted that given the level of oil prices as well as <br /> the bidding environment, it is felt that very favorable bids will be received <br /> for this work. <br />The Engineer then reviewed the City's Assessment Policy relative to mill <br />and overlay projects, noting that 50% of the cost is assessed to benefitting <br />properties with the City paying the remaining 50% of the project. <br />Commercial properties are assessed at twice the residential rate. The cost <br />of storm sewer repairs is not assessed. The Engineer noted that the total <br />estimated cost of the project is $261,500.00. The residential assessment <br />rate is $18.98 per fiā€¢ont foot and the commercial rate is $37.96 per front <br />foot. <br />
