MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />One property owner was if the City will receive any of the stimulus <br />money. The City Administrator noted that State and County projects will <br />likely take those dollars, with little to none left over for local projects. <br />A property owner felt the project should be delayed until the economy is <br />more stable. The Administrator felt there was a unique window of <br />opportunity to obtain very favorable prices given the level of oil prices and <br />the competitive bidding climate. Blesener pointed out that a property <br />owner at an earlier hearing who happens to work for MN DOT suggested <br />that the City get out into the bidding market as soon as possible to stay in <br />front of the stimulus package. <br />Keis asked if there was anyone present in favor of the project. No one <br />indicated they were in favor. Keis noted the Council's consensus to go out <br />to bid on the project. If bids come in below the Engineer's estimate, <br />property owners may feel differently about proceeding with the work at <br />this time. <br />A property owner asked if the school property was being assessed. The <br />City Engineer replied that it was at twice the rate as the residential <br />properties. A property owner asked how the City paid its share of the <br />project. The City Administrator noted that the City sets aside dollars in its <br />Infrastructure rund to cover this cost. Property taxes will not be increased <br />to support this project. <br />Duray requested that the City delay the project for a year or two. <br />Teny Jansen asked if the City charges contractors for street damage <br />caused by the parking of large equipment on the street. The City <br />Adminisriator indicated that the City would charge for this sort of damage, <br />but it is not an easy thing to do and the contractor needs to be caught in the <br />act. <br />Blesener suggested that the project be put out for bid. McGraw noted that <br />this does not mean the City is okaying the project. Bids will be obtained <br />and evaluated first. McGraw noted that the bids will allow the Council to <br />make an informed decision. Montour noted that the property owners on <br />Desoto Street/Costa Lane and on Westwind Drive/Windrow Drive are in <br />support of the mill and overlay of these streets to prolong their life. Keis <br />indicated that unless the bids are over estimate, those projects will <br />proceed. The Council indicated that once bid information is obtained, the <br />project will be re-evaluated with property owners. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />18 <br />
