MINUTIJS <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />Blesener noted that the project can be delayed, but costs will only <br />increase. <br />A property owner indicated that the economy is very tough right now and <br />noted that his well is fine. <br />Montour referred to the survey of the neighborhood in which 7 property <br />owners indicated they were against the project and three indicated that <br />they were in favor. Montour agreed that the project should be taken to bid <br />to determine how favorable the price will be. <br />One property owner asked about the assessment process, which Keis <br />explained. The Administrator again noted the option to defer assessments, <br />pointing out, however, that interest accrues on deferrals. <br />One property owner indicated that with 7 out of I 1 property owners <br />against the project, he objected to the City moving forward. Montour <br />noted that the City will likely do a number of street improvements in 2009, <br />and pointed out the savings to the general taxpayers in doing the projects <br />in this competitive bidding environment. <br />McGraw pointed out that because the City Engineer is doing design work <br />and the City puts the project out for bid, does not mean that the project <br />will proceed. Once bids are obtained, the Council can meet with property <br />owners and make the decision. McGraw noted, however, that costs will <br />continue to rise. He also pointed out that if the project is delayed, the <br />design work will still have value in the future. <br />The City Administrator estimated a savings of up to $500,000 to the <br />general taxpayers in the City in proceeding with the projects reviewed this <br />evening given oil prices and the bidding climate. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Ms. Boss introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2009-I-21-ORDERING IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO. 2009-07 <br />LAKESIDE COURT WITH THE UNDERSTANDING THAT BEFORE <br />BIDSAREAWARDED, THE CITY COUNCIL WILL REVIEW THE <br />BIDS AND DISCUSS THE PROJECT FURTHER WITH THE <br />IMPACTED PROPERTY OWNERS <br />21 <br />
