Summary and Recommendation <br />The City may, under the PUD, permit an encroachment of the sign as proposed. The <br />foundation is not considered part of the sign for setback purposes, so the request here <br />is approximately two feet of setback (three feet of encroachment). If the Planning <br />Commission believes this to be reasonable, given the visibility issues along the street <br />and interference from other conditions, the Comprehensive Sign Plan may be approved <br />as proposed. <br />Staff believes that there is some room to move the sign to the south without requiring <br />reconstruction of the foundation, although not enough to meet the full five foot setback. <br />As a result, staff recommendation would be to construct the sign in this manner, <br />permitting the least amount of encroachment possible. This is subject to any <br />engineering concerns related to use of the easement along this right of way line.
