The City's zoning <br />ordinance, specifically the definition of a "family", does not allow more than three <br />unrelated individuals to live together in a single family dwelling. To be noted is that the <br />City's definition does not establish a limit on the number of related persons who may <br />occupy a dwelling. <br />The ordinance does allow the City to make exception to the "family" definition if it is <br />determined that it is necessary in order to comply with federal Fair Housing laws. In this <br />regard, the applicants wish to formally appeal the City's definition of "family" in order to <br />accommodate their desired living arrangement. <br />The Calvin's daughter is 21 years of age and is developmentally disabled. The <br />applicants feel it would be beneficial for their daughter to live independently with people <br />having similar disabilities. According to the applicants, they have been unsuccessful in <br />their attempts to place their daughter in a group home facility due to recent State and <br />County budget cuts (additional placement for adults with disabilities has been <br />discontinued). <br />
