~L~RIN~ ~ ~ASSO(I~AT~S <br />TpUd NUBTA <br />February 11, 2009 <br />File No. 120106E-0060 <br />Honorable Mayor and City Council <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />SUBJECT: Cobblestone Storm Repair Project <br />Recommendation of Award <br />Dear Mayor and Council Members: <br />Bids were opened for the above referenced project at 10:00 a.m. on Wednesday February 11, <br />2009 in accordance with the Advertisement for Bids. The project includes the installation of <br />storm sewer by directional bore located off of Stephani Circle to replace an existing storm pipe <br />that has deteriorated and is resulting in significant erosion. Five (5) bids were received from the <br />following companies in order from low to high: <br />Corporation <br />Frattalone Companies, Inc <br />S-K Contracting, Inc. <br />Peterson Companies, Inc. <br />Penn Contracting, Inc. <br />Ellingson Drainage, Inc. <br />Base Bid <br />$ 82,734.50 <br />$120,250.00 <br />$120,767.05 <br />$138,781.00 <br />$146,614.59 <br />Based on the bids received, Frattalone Companies is the low bidder. The low bid received <br />appears to be highly competitive and the bids have been reviewed for errors and/or omissions. <br />The differentiating item between the low bid and the second bid was the significantly lower unit <br />price for the directionally drilling. The exiting hole for the directional drill is next to a wetland and <br />approximately 50 feet below the townhomes making access with large equipment very difficult. <br />During the drilling process a hole is drilled through the soil and this material is carried out of the <br />hole with the drilling fluid. This mixture of water, bentonite, and soil is commonly referred to as <br />slurry. While the slurry is non-toxic it cannot be allowed to enter the wetland and therefore must <br />be collected and taken off-site. It is estimated that approximately 24 gallons of slurry would be <br />produced per foot of pipe drilling. Based on the discussions at the pre-bid meeting the <br />Contractors indicated that the disposal of the slurry would drive the cost of the directional drilling <br />significantly higher than if the exiting hole was more accessible with a standard vacuum system. <br />Due to the large discrepancy between the low and second bid amounts, Frattalone Companies <br />was contacted to determine if they would honor their bid. They indicated that their directional <br />drilling subcontractor had stated that they could vacuum the slurry up the steep grade for <br />disposal.
