MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 11, 2009 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 11th day of <br />February, 2009 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Rick Montour <br />ABSENT: Council Member Mr. Mike McGraw <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />MN Multi-Housing Ms. Lisa Peilen <br />Montreal Courts Ms. Monica Parish <br />Resident Mr. Rocky Waite <br />City Clerk Ms. Kathy Glanzer <br />RENTAL The purpose of this workshop meeting is to review the proposed <br />HOUSING Rental Housing Licensing Ordinance. The City Administrator indicated <br />LICENSING that the ordinance draft before the Council this evening is the same draft <br />ORDINANCE that was reviewed at the December 22, 2008 Workshop Meeting. He <br />noted that he prepared a rental licensing issues list for the Council's <br />review and comment this evening. Based on that review as well as <br />comments of the City Attorney, a final draft ordinance will be prepared. <br />The City Administrator began his review of the issues list. The first issue <br />relates to inspection costs and whether or not the City wants to attempt to <br />negotiate a preset rate with inspectors versus providing apartment owners <br />with a listing of inspectors and having them negotiate their own rate. The <br />Administrator noted a concern relating to the differences between <br />apartment complexes in terms of number of units, number of buildings, <br />and level of cooperation. Given these differences, it may be more <br />advantageous for owner to do their own negotiating with inspectors. The <br />City could provide a rough outline of inspection parameters as well as a <br />listing of licensed contractors. The Council agreed. Montour suggested <br />that this issue could be revisited in a year or two once the licensing <br />program is underway. <br />The next issue related to the inspection cycle for attaining 100% of all <br />units inspected.
