MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2009 <br />language this would be the recommended model, but other equivalent <br />language would be acceptable. <br />The City Adminish•ator then reviewed tenant screening issues raised at the <br />December workshop meeting. The Administrator indicated that based on <br />information received from Tony Karels of RHR Information Services, he <br />would modify the ordinance language accordingly relative to the City's <br />access to tenant information. <br />The City Administrator discussed the use of the International Property <br />Maintenance Code, and both the Administrator and Peilen indicated that <br />they would obtain additional information on this issue. <br />The next issue discussed related to access to units, with Parish indicating <br />that lease agreements give owners access to units with a 24-hour notice. <br />The Administrator noted the code of conduct provisions in the ordinance <br />and indicated that the City Attorney will be revising this language so that <br />property owners will not be held responsible for the conduct of tenants of <br />which they are not aware. <br />The Administrator then reviewed information relative to the rental <br />licensing fees being charged by other cities and staff s recommended <br />license fees. The Administrator noted that it is difficult to estimate the <br />cost to the City in administering rental licensing. He noted that the plan is <br />not to add staff, noting that it may take the involvement of multiple staff <br />members. Keis felt that the license fees proposed were acceptable at this <br />point, suggesting that the fee structure can be revisited in a year once the <br />City has some experience with the program. Council discussed the fees in <br />depth and agreed with the stuucture recommended by the City <br />Administrator at this time.
