<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: December 14, 2022 <br /> <br />RE: Ordinance 870, 2023 Fee Schedule Amendments <br /> <br />ACTION TO BE CONSIDERED: <br />Adopt Ordinance 870, Amending the Little Canada Fee Schedule, and approve publication of a <br />summary ordinance. <br /> <br />BACKGROUND: <br /> <br />2023 Water and Sewer Rates <br />The City of Little Canada purchases wholesale water from St Paul Regional Water Services <br />(SPRWS) and there will be a rate increase in 2023 for wholesale water of 9.36%. Additionally, the <br />SPRWS is increasing the monthly base fee by 54.68%. The recent increases relate to the <br />construction of the McCarrons Treatment Plant that began in 2021. As a result of these increases by <br />the SPRWS the City of Little Canada will be increasing its water rates by 7.5%. <br /> <br />Metropolitan Council Environmental Services (MCEV) provides regional sewer treatment including <br />the City of Little Canada. The 2023 sewer utility rate increase is necessary to cover the increased <br />treatment costs charged by Metropolitan Council, a 19.63% increase for 2023. As a result of these <br />increases by the MCEV the City of Little Canada will be increasing its sewer rates by 4.5%. <br /> <br />As a result of the utility rate increases residents will be experiencing quarterly increases of <br />approximately $4.54, for an account holder who uses 12,000 gallons of water each quarter and <br />$3.04 increase for sewer services each quarter, a total of $7.58 a quarter or $2.53 a month. <br /> <br />There is assistance available for Ramsey and Washington County Residents to pay energy and <br />water bills, and to improve the efficiency of their homes through Community Action’s Energy <br />Assistance Program.
