<br />Building, Mechanical and Plumbing Permits
<br />The current building permit fees were adopted in 2004, and the mechanical and plumbing fees were
<br />adopted in 2006. Most of Little Canada’s permit fees are much lower than other cities since we
<br />have not been making regular changes. Many of the current mechanical and plumbing fees are less
<br />than half what other cities charge (for example: our plumbing base fee is $25.00, Roseville’s base
<br />for plumbing and mechanical permits is $61.00 and Vadnais Heights is $65.00). With new software
<br />costs beginning in 2023, and increased inspection personnel needs over the last few years, staff is
<br />recommending that building, mechanical and plumbing permit fees be increased to help cover these
<br />new expenses. The city has had increased inspection personnel needs over the last few years, with
<br />contract inspection services used at times, and the 2023 purchase of software for permits and
<br />licensing will add annual maintenance costs.

<br />Staff proposes to increase the building permit fees to match the State of Minnesota’s adopted
<br />building permit fees, which many other cities also use. The mechanical and plumbing permit fee
<br />increases are recommended to be increased by $2-$10, with additional similar amount increases
<br />done over the next few years. Staff also recommends changing commercial plumbing fees to job
<br />value based, the same as is done for mechanical permits, in order to simplify calculating the permit
<br />cost. This is a common practice for cities.

<br />Staff recommends adding a specific permit for Reduced Pressure Zone valves (RPZ) since they are
<br />a common permit pulled.
