As noted in the graph above the preliminary levy was set at 12.85%. Since the preliminary tax levy, <br />few small adjustments were made which resulted in a decreased levy from 12.85% to 11.75%. Total <br />levy decreases of $41,266 or 1.1%. <br /> <br />1. Increased charges for service revenues – Old Fire Hall rentals initially estimated at $4,500 <br />preliminary, increased to $12,000 for final. <br />2. Building permits revenues were increased by $20,300 due to proposed fee increases for 2023. <br />3. Included a transfer from Fund 463 Fleur Royale for approximately $6,000 to the General Fund. <br />This fund was used to track the Fleur Royale note that had a maturity date of 2020. Since there <br />are remaining City funds in Fleur Royale (Fund 463), a transfer to the General Fund was <br />included in the 2021 budget for $19,000, a $7,000 in the 2022 budget, and a final transfer for <br />the remaining fund balance of approximately $6,000 for the 2023 budget was included. <br />4. Fire Contract services budget decrease $5,000, from $468,189.58 to 463,189.58. Budget <br />adjustment were done for banquet and special events expenditures. <br />5. Health insurance premium adjustment. City staff used an estimated amount for health insurance <br />at preliminary. A final amount was received at the beginning of November which resulted in <br />approximately $3,000 decrease in expenditures. <br />6.
