<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> DATE: December 14, 2022 <br /> RE: 2023 Agreement Renewal with Northeast Youth & Family Services <br /> <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Approve the 2023 Partnership Agreement with Northeast Youth & Family Services. <br /> <br />BACKGROUND: <br /> <br />Northeast Youth & Family Services (NYFS) is a non-profit social service agency whose mission <br />is to meet the developmental needs of at-risk youth and families within their community with <br />emphasis on providing services through collaboration and coordination with existing community <br />resources. The City of Little Canada has partnered with NYFS for many years by providing <br />financial support through a formal agreement and annual contract. <br /> <br />The City of Little Canada also has the opportunity to appoint a City Council, staff or community <br />member to serve on the Board of Directors as either a Board Member or Board Advisor. For the <br />past two years, Council Member Miller has been serving in this capacity as a Board Member. <br /> <br />After several years of modest increases (0.4-2.8%), the annual contract fees for NYFS increased <br />starting in 2020 to keep up with an increased demand for services and overall costs. The average <br />percentage increase over the past three years has been 9.1%. <br /> <br />Year Increase percentage <br />2020 6.8% <br />2021 9.0% <br />2022 11.5% <br /> <br />NYFS Executive Director Angela Lewis-Dmello has submitted the Partnership Agreement for <br />2023 which includes no significant changes from previous years. The contribution increase for <br />next year is 8.5% ($1,818.59) for a total contractual amount of $23,213.75. <br /> <br />RECOMMENDATION: <br />Staff recommends approval of the 2023 Partnership Agreement with Northeast Youth & Family <br />Services with a contribution amount of $23,213.75. <br />
