STAFF REPORT
1

TO: Mayor Keis and Members of the City Council

FROM: Eric Seaburg, P.E., City Engineer

DATE: December 14, 2022

RE: Feasibility Report for Sunrise Drive Mill and Overlay
City Project Nos. 2023-05

ACTION TO BE CONSIDERED:
Motion to accept feasibility report and call for a public improvement hearing for street improvements
on Sunrise Drive.

BACKGROUND:
At its October 12, 2022 meeting, the City Council accepted a Feasibility Report that included planned
pavement reclamation improvements to Sunrise Drive in 2023 (the last 350’ of Sunrise Drive to the
cul-de-sac). At that meeting, the City Council requested that staff investigate the remaining segment
of Sunrise Drive to Edgerton Street to determine if a mill and overlay would be a suitable
improvement to get the entire roadway on a similar maintenance cycle. Refer to the enclose project
location map for a depiction of the project area.

A Feasibility Report has been prepared to investigate mill and overlay improvements to the remaining
segment of Sunrise Drive. From an engineering perspective, a mill and overlay is a very suitable
pavement rehabilitation measure for this portion of the roadway and will achieve the goal of getting
the pavements on a similar maintenance cycle.

A letter was mailed to potentially affected residents on November 11 requesting feedback about the
proposed improvements. Staff was contacted by two of the eight property owners; both were in
support of the improvements and one had specific questions with respect to special assessment
methodology. If the City Council proceeds with scheduling a Public Improvement Hearing, staff will
invite residents to a public information meeting at City Hall to discuss the project.

The estimated overall project costs and financing for, Sunrise Drive is shown below:
Item Total Estimated
Cost
Infrastructure
Capital
Improvement Fund
Assessments
Street Improvements $45,358.61 $22,688.61 $22,670.00
Sanitary Sewer Improvements $5,321.80 $5,321.80
Water Main Improvements $1,947.00 $1,947.00
Storm Sewer Improvements $6,749.60 $6,749.60
Subtotal $59,377.01 $36,707.01 $22,670.00
