  <br /> <br /> <br />Personnel Services <br /> <br />Personnel services are proposed to increase 11.39%. A 4.70% market rate increase (COLA) <br />has been included in the budget. This increase is based on a weighted average of the market <br />rate increases from a survey of cities between 5,000 and 15,000 in population (75%), and the <br />CPI increase for the Minneapolis/St. Paul/Bloomington region from May 2021 through May 2022 <br />(25%). <br />Other changes to personnel services include: Code Enforcement/Rental Housing Coordinator <br />and Fire Inspector. City staff is proposing an increase from 20 hours a week to a maximum of 28 <br />hours of week for the Code Enforcement / Rental Housing Coordinator. This increase will be <br />more in line with the actual time spent. In addition, City staff is proposing a four hour increase <br />for the Fire Inspector position from eight hours to twelve hours a week. The budget also includes <br />the promotion of the Public Works Apprentice to Public Works Maintenance I and a six weeks <br />Intern for the Finance Department. All of the personnel changes align with the City Strategic <br />Plan and are intended to create operational efficiency. <br />The City continues to budget a $15,000 contingency for any unforeseen initiatives and <br />expenditures. <br />Commodities <br /> <br />Commodities include operating supplies such as motor fuel, tires, sign materials, and office <br />supplies. The largest increase in commodities are motor fuels & lubricants in the amount of <br />$5,565 due to recent rising costs in fuel and rain garden maintenance supplies in the amount of <br />$2,000, increased to reflect needed repairs in the rain gardens. <br />Contractual Services <br /> <br />Contractual services include those services that the City receives through a contract such as <br />police services, fire services, striping services, electric and gas utilities, etc. Contracted services <br />for police increased by 5.14%, fire services by 10.73% and other contractual services by <br />33.43%. <br />The Little Canada Fire Department is requesting a 10.73% increase or $41,475 in the fire <br />services contract for 2023. <br />The City contracts for police services with a contract through Ramsey County with six other <br />contracts cities. Although the Ramsey County Sheriff’s Contract for all contract cities is increasing <br />8.20%, the City of Little Canada’s portion is increasing a net of 5.70% or $92,085 when <br />considering the net contract (expenditures less revenues) due to a new allocation formula <br />between the contract cities. <br />When compared to the other contract cities, Little Canada will pay $162.52 per capita in 2023. <br />This was $149.20 per capita in 2022. <br /> <br />8
