<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: January 11, 2023 <br /> <br />RE: Resolution Establishing Parking Restrictions on Twin Lake Boulevard <br /> City Project No. 2023-04 <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve resolution establishing parking restrictions on Twin Lake Boulevard in accordance <br />with Minnesota State-Aid regulations. <br /> <br />BACKGROUND: <br />Twin Lake Boulevard is programmed for improvements in 2023. The roadway is part of the City’s <br />Municipal State-Aid Street (MSAS) system and therefore can and will draw construction funding <br />from the City’s MSAS fund balance. In doing so, the project must be designed and administered in <br />accordance with Minnesota Statutes Chapter 8820 – Local State-Aid Route Standards, Financing. <br /> <br />The proposed road width is being narrowed from 30’-32’ to 26’ for the following reasons: <br />• Roadway narrowing will allow for trail construction on one side <br />• Roadway narrowing will reduce traffic speeds, a common complaint by residents <br />• Roadway narrowing reduces stormwater runoff and associated stormwater infrastructure <br />• Roadway narrowing reduces construction costs as well as future rehabilitation costs <br /> <br />Per State Statute 8820.9936, parking must be restricted on both sides of MSAS roadways for widths <br />less than 30’. <br /> <br />For Twin Lake Boulevard, this will be a change from how the road is currently signed (on-street <br />parking is currently not prohibited). However, there are very few properties with frontage to Twin <br />Lake Boulevard and on-street parking is rarely witnessed by staff. The City of Vadnais Heights will <br />be approving a similar resolution to prohibit parking for the portion of Twin Lake Boulevard within <br />its jurisdiction. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve: <br /> <br />• Resolution Establishing Parking Restrictions on Twin Lake Boulevard from the Western City <br />Limit to the Eastern City Limit.
