STAFF REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:January 11, 2023 <br />RE:2023 Designation of a Legal Newspaper <br />ACTION TO BE CONSIDERED: <br />Motion to designate the Pioneer Press as the City of Little Canada’s legal newspaper for 2023. <br />BACKGROUND: <br />The City has received quotes from the Pioneer Press and Press Publication for 2023 Legal Newspaper <br />designation. Below is a comparison of the quotes: <br />Pricing for the Pioneer Press and Vadnais Press. <br />2023 2023 <br />Pioneer Press Vadnais Press <br />Legal Rates $6.86/Column Inch $13.25/Column Inch <br />($0.49/line)($1.47/line) <br />14 lines per column inch 9 lines per column inch <br />There are no longer any community newspapers specific to Little Canada. Both the Pioneer Press <br />and Vadnais Press are available both online and in print versions, with the legal publications <br />available online for anyone to view for free. <br />The Pioneer Press is published daily and legal publications can be published any day of the week. <br />The Pioneer Press did not increase rates for 2019 & 2020, has had minor rate increases of <br />approximately 4.5% since 2021, with a 4.3% increase for 2023. Staff has been extremely satisfied <br />with their service for legal notices. The Vadnais Press is published once a week. <br />State Statute requires publication in a newspaper for all public hearings. The preferred newspaper for <br />a city’s publications is one that is located in that city and delivers to that city’s residents, otherwise it <br />essentially is up to the Council’s discretion which newspaper to use as long as all of the Council <br />members agree. Both of these options are a “qualified newspaper” per state statute. <br />STAFF RECOMMENDATION: <br />Staff recommends that the Council designate the Pioneer Press as the Little Canada Legal Newspaper <br />for 2023.
