<br /> <br /> <br />STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: January 11, 2023 <br /> <br />RE: Set 2023 Council Meetings & Workshops <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to adopt 2023 City Council Meeting and Council Workshop Schedule. <br /> <br />BACKGROUND: <br />The City Council has traditionally met at 7:30 p.m. on the second and fourth Wednesdays of each <br />month. Exceptions occur in November and December due to holidays. For November and <br />December 2023, staff is recommending holding two regular City Council meetings in November <br />and one regular meeting in December. <br /> <br />In November 2023, the usual 4th Wednesday in November is the day before Thanksgiving. Since <br />November 2023 has five Wednesdays, staff proposes to shift both regular meetings one week later <br />in order to avoid Thanksgiving week. Staff proposes to hold one December Council meeting on the <br />3rd Wednesday and cancel the 4th Wednesday meeting. <br /> <br />Staff also proposes to schedule the 2023 street assessment hearings at this time. These hearings will <br />need to be held on a night separate from Council meetings in order to allow sufficient time for each <br />project area. <br /> <br />• Assessment Hearings for all 4 project areas are scheduled for Monday, October 9, 2023 <br /> <br />Staff recommends the Council set the 2023 meeting schedule as proposed and hold to these dates <br />unless a quorum is not available. Staff is continuing to schedule one monthly workshop on the <br />annual meeting schedule, which will be on the first meeting date of the month. Due to the number <br />of topics already planned for workshop discussion in early 2023, staff proposes to schedule <br />workshops prior to both monthly Council meetings in January, February and March. The <br />workshops can be canceled if not needed. <br /> <br />STAFF RECOMMENDATION <br />Staff recommends that the 2023 City Council meetings be scheduled for the second and fourth <br />Wednesday of each month at 7:30 p.m. with the exception of November and December. The <br />regular meetings in November will be on the 3rd and 5th Wednesdays, and one meeting in December <br />will be on the third Wednesday. Staff also recommends that a regular monthly Council workshop <br />be scheduled for 6:00 p.m. corresponding with the first City Council meeting of each month with <br />the exception of two workshops in January-March, and the assessment hearings scheduled on <br />October 9.
