Subd. 2. Appointment, terms; vacancies. (a) Three-member authority: the commissioners constituting a three-member authority, one of whom must be a member of the city council, shall be appointed by the mayor with the approval of the city council. Those initially appointed shall be appointed for terms of two, four, and six years, respectively. Thereafter all commissioners shall be appointed for six-year terms. (b) Five-member authority: the commissioners constituting a five-member authority, two of whom must be members of the city council, shall be appointed by the mayor with the approval of the city council. Those initially appointed shall be appointed for terms of two, three, four, five, and six years respectively. Thereafter all commissioners shall be appointed for six-year terms. (c) Seven-member authority: the commissioners constituting a seven-member authority, two of whom must be members of the city council, shall be appointed by the mayor with the approval of the city council. Those initially appointed shall be appointed for terms of one, two, three, four, and five years respectively and two members for six years. Thereafter all commissioners shall be appointed for six-year terms. (d) The enabling resolution may provide that the members of the city council shall serve as the commissioners. (e) The enabling resolution may provide for the appointment of members of the city council in excess of the number required in paragraphs (a), (b), and (c). (f) A vacancy is created in the membership of an authority when a city council member of the authority ends council membership. A vacancy for this or another reason must be filled for the balance of the unexpired term, in the manner in which the original appointment was made. The city council may set the term of the commissioners who are members of the cit y council to coincide with their term of office as members of the city council. RECOMMENDED ACTION The target for this strategic initiative was December of 2022, however it may take up to 6-12 months to analyze the various options and provide a formal recommendation for the City Council to consider moving forward. If desired, the City Council may wish to establish a committee to further explore these options for potential implementation in 2024. In the meantime, staff recommends that the EDA Board of Commissioners approve the following list Officers for 2023 as outlined below: Tom Fischer - President Teresa Miller - Vice President Mike McGraw - Treasurer Sam Magureanu - Assistant Treasurer Chris Heineman - Secretary Amanda Gutierrez – Commissioner Dave Miller - Commissioner
