•Land use, setbacks, number of housing units, land coverage, parking, environmental <br />impacts, traffic circulation, <br />•Landscape improvements, vehicle and pedestrian movements, drainage and utilities, <br />security, fire protection, life and safety issues, grading, site preparation, right-of-way, <br />easements, tree preservation, outdoor trash, <br />•Screening, signage, stormwater, wetlands, exterior lighting, and storm sewer alignment. <br />Ramsey Washington Metro Watershed District Comments: <br />(Please see the Watershed’s Comments Memo) <br />At their October 5th meeting, the RWMWD reviewed Pioneer Commons, and recommended <br />approval of the Watershed District permit. <br />City Engineer Review: <br />(Please see the City Engineer’s Comments Memo) <br />Park Dedication: <br />The developer shall comply with the park dedication requirements as defined in the City Code <br />and the approved Zoning requirements. Developer shall pay $3,675 per unit for park dedication <br />based on the 2023 Fee Schedule. Total Park Dedication required shall be $198,450 based on 54 <br />units being platted. Future park fees will be paid at time of final plat with future additions. All <br />required limited warranty deeds shall be recorded with the final plat. <br />Planning Commission: <br />At their February 9, 2023 meeting, the Planning Commission reviewed the Final Plat 2nd Addition <br />and recommended approval to the City Council (7-0). The meeting had one member from the <br />public convey concern regarding Allen Avenue during construction. It was conveyed that there are <br />specific construction rules that are adhered to during any construction project regarding adequate <br />truck traffic routes, tonnage of roadways acknowledged, and other measures put in place to have <br />the least amount of disruption of neighboring residents and roadways. <br />Staff received one other email regarding the proposal having to do with the neighboring <br />property 322 County Road D E, Jeff Anderson, raising concerns of past illegal dumping on <br />their site and worried if new residential housing would increase this occurring. <br />Public Hearing: <br />A Final Plat requires a Public Hearing and the City Council will open the hearing at their February <br />22, 2023 meeting to take comment from the public. At that time, they will consider comments <br />from the public and application from the Planning Commission. Public hearing notice letters were <br />sent to addresses within 350 feet of the parcel as well as to the Pioneer Press for publication. <br />RECOMMENDED ACTIONS <br />To consider approval for the Final Plat 2nd Addition for U.S. Home, LLC, and Lennar and <br />Development Agreement, contingent upon City Attorney final review.
