<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> <br />DATE: March 8, 2023 <br /> <br />RE: Organizational Study & Gap Analysis <br /> <br />PRESENTATION: <br />Pat Melvin from DDA Human Resources will be in attendance at the City Council workshop to present <br />his findings and the final report on the City of Little Canada Organizational Study & Gap Analysis. <br /> <br />BACKGROUND: <br />In April of 2022, the City Council and staff members participated in a 2-day strategic planning workshop <br />to review and update the City of Little Canada’s 5-year Strategic Plan. As a result of this process, the <br />City Council identified nine outcome areas with several strategic directions and action steps. One of the <br />1-year action steps was conducting an organizational study focused on staff capacity and gap analysis. <br /> <br />The City Council discussed the Strategic Plan at the City Council Workshop on July 13, 2022 and several <br />City Council members expressed the importance of conducting an organizational study & gap analysis <br />as soon as possible. The organizational study will provide an analysis of our current staffing structure <br />with specific attention focused on communication, community engagement, and outreach to the public. <br />City Council members recommended moving this forward as a top priority, as so many of the other <br />strategic initiatives depend on existing staff capacity. <br /> <br />Staff reached out to two consultants that conduct classification and compensation analysis in August and <br />received two proposals. DDA Human Resources (David Drown Associates) was the most competitive <br />and the proposal was tailored to our needs. Staff has also checked with a few of the other cities listed as <br />references and feels very comfortable recommending DDA Human Resources. <br /> <br />In September, the City Council approved a contract with David Drown & Associates (DDA/HR) to <br />conduct an Organizational Study & Staff Gap Analysis to review our current staffing structure with <br />specific attention focused on communication, community engagement, and outreach to the public. <br /> <br />It is important to note that the findings and recommendations provide a basis for future staffing decisions, <br />however they are not necessarily a final plan or organizational roadmap. The Organizational Study will <br />be utilized by the City Administrator and Leadership Team to recommend adjustments in staffing to the <br />City Council. Final decisions on organizational staffing levels will be evaluated b ased on priority, <br />potential impact on municipal operations, and the availability of funding and impact on the levy. <br /> <br />Pat Melvin from DDA Human Resources will be in attendance at the March 8 City Council workshop <br />to present his findings and the final report on the Little Canada Organizational Study & Gap Analysis. <br />The City Council is encouraged to review the Organizational Study prior to the workshop and be <br />prepared to ask questions of the consultant at the workshop.
