4)Maplewood- Ramsey County, population 37,755 <br />5)Vadnais Heights- Ramsey County, population 13,607 <br />Please see attached Appendix C for a listing of the comparison cities listed above and <br />positions associated with the Finance, Park and Recreation, Planning, Public Works and <br />Administration department or function. The following are some observations based on <br />review of these comparison cities. <br />Finance- <br />The two most comparable cities from the list above include Vadnais Heights with a <br />population of 13,607 and Arden Hills with a population of 10,000. The Finance Director also <br />provided some additional comparisons which are listed below. <br />Vadnais Heights 13,607 population two FT Finance staff <br />Arden Hills 10,000 population three FT Finance staff <br />East Bethel 11,834 population three FT Finance staff <br />Victoria 11,506 population three FT, two PT Finance staff <br />North St. Paul 12,634 population three FT Utilities staff and three FT Finance <br />staff <br />Mahtomedi 8,276 population three FT Finance staff <br />The Finance Director believes that the department needs another half-time position to <br />address the current workload. He also has plans to implement more automated processes, <br />i.e. electronic timesheets, AP/Disbursements workflow, etc., to make staff more efficient in <br />the future. His current challenge is that he does not have sufficient time to invest in <br />researching these automated processes when he is having to cover for other positions <br />within his department. <br />The following staffing changes will create more capacity in the Finance Department: <br />1.relieving two department staff from providing backup to the front counter which <br />included answering phones <br />2.utilizing, as needed, an additional Customer Service Specialist when available for <br />projects <br />3.the Community Engagement Director will take a leadership role in assisting other <br />department to explore new automated technology or software and vendors <br />I believe that with the changes listed above the Finance Department will see increased <br />capacity to handle the existing workload over time. <br />Park & Recreation- <br />Parks and Recreation department functions vary widely depending on the type of Park <br />amenities being provided to residents. Typically, larger communities are able to provide <br />19 of 63
