3.I would recommend a part-time maintenance worker for the Parks and Recreation <br />Department. I believe that in the past Public Works and Parks and Recreation have worked <br />well together so I believe this position will also benefit Public Works at times. <br />4.20 hour Parks Maintenance position to assist with maintenance of Parks and facilities <br />Planning- <br />The two comparable cities population wise are Arden Hills with a population of 10,000 and <br />Vadnais Heights with a population of 13,607. Both Planning Department s consist of three <br />staff members, however Arden Hills also has an additional Permit Technician working in <br />Administration. Vadnais Heights has an Administrative Assistant II that is working as a <br />Permit Technician in their Planning Department. The City of Little Canada does not have a <br />Permit Technician person but does have a Customer Service Specialist with the following <br />responsibilities: <br />•Issues and/or processes uildin and zonin per it applications contractors’ licenses <br />various business licenses and rental housing licenses. Ensures that building permits are paid <br />for and picked up on a timely basis. <br />Permitting Technician responsibilities are more involved than the statement above and I <br />believe that the City of Little Canada would benefit from having a Permit Technician <br />position like Arden Hills and Vadnais Heights. <br />In Arden Hills, the Permit Technician position is located near the front counter in <br />Administration and this staff member takes direction from the Building and Community <br /> evelop ent epart ent. out 85% of this person’s work is permit related. Arden Hills <br />has two staff members tending to the front counter, one of which is the Permitting <br />Technician. <br />As more and more City services become available on -line and as technology increases the <br />number of residents visiting City Hall will decrease allowing the person at the front counter <br />to play a more active role in accepting permits, advising residents and overall management <br />of the permitting process. This may be an option for promotion that is provided to the <br />current staff member or the City may consider a part-time Permit Technician at some point <br />in the short term future. <br />In addition I would continue to encoura e the Council to support the depart ent’s <br />continued practice of getting an intern during the summer months to assist with the <br />workload. This I have been informed has proven very valuable in helping the department to <br />manage the busy summer planning schedule. <br />Public Works- <br />Public Works is one of the departments that has experienced first-hand the benefits of <br />implementing new technology through use of Workflow Management.
