STAFF REPORT

TO: Mayor Fischer and Members of City Council

FROM: Chris Heineman, City Administrator

DATE: March 22, 2023

RE: City Council Orientation Workshop

BACKGROUND:
With the City Council once again at full strength and three new Council members, I thought it would
be a good opportunity for staff to utilize the next workshop to provide a high-level overview of local
government operations at the City of Little Canada.

I asked each of the Leadership Team members to provide 3-5 PowerPoint slides related to their
respective departments which will be presented during the upcoming workshop. Additionally, I will
provide a brief update on the following items:
• City Council Rules of Operation
• Draft City Council Code of Conduct
• Goal Setting & Strategic Planning
• Council Liaison role expectations
• Professional learning opportunities (League of MN Cities)
• Crisis communications

In addition, we are planning a City Council tour of public facilities and infrastructure at the upcoming
City Council workshop on April 12. Due to the number of facilities and project areas, we recommend
that the meeting time for this workshop be changed to 5:00-7:30 pm. We have secured a van for this
tour, and a light meal will be provided since the meeting will take place over the dinner hour.

RECOMMENDED ACTION:
No Action Required
