MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 25, 2009 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 25th day of <br />March, 2009 in the Council Chambers of the City Center located at 515 <br />Litfle Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Adminish•ator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />2009 GOALS/ The purpose of this evening's workshop meeting is to review action <br />ACTION plans drafted by the City Administrator to achieve 2009 Goals. The <br />PLANS City Administrator noted that he combined two of the goals developed at <br />the Goal Setting Session, those being Streetscape Plan and Central Little <br />Canada Road Corridor Study. The Council was in agreement with that <br />combination. The Adminisri•ator also noted that the goal "Evaluate short- <br />term assessment policy revision to take advantage of lower street <br />assessment costs" has been completed. <br />The first action plan reviewed related to the goal "Focus on <br />Redevelopment". The Administrator noted that Sherman Associates is <br />requesting a rebate of TIF guarantees, and Ehlers & Associates is currently <br />analyzing that request. The Administrator then reviewed his August 7, <br />2007 report on various redevelopment considerations, noting that <br />redevelopment opportunities are at somewhat of a standstill due to the <br />economy. The Administrator then reviewed the proposed action plan. <br />The Council was in agreement that given the economy, redevelopment <br />opportunities were difficult at this time. Montour suggested that more <br />focus should be directed at filling empty store fronts rather than on new <br />development. The Council's consensus was that the action plan as <br />submitted was appropriate at this time. <br />
