MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 30, 2009 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 30th day of <br />March, 2009 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />FLEUR Mayor Blesener opened the Public Hearing to consider the proposed <br />ROYALS fees to be imposed and collected for improvements and repairs to <br />HIA FEE the Fleur Royale Condominium housing units within Housing <br />HEARING Improvement Area (MIA) No. 3. <br />Council Member MrGraw indicated that he is a property owner in the <br />Fleur Royale Condominiums, therefore, he would refrain from any <br />discussion or vote on the HIA fees being considered this evening. <br />The City Administrator reviewed a detailed presentation on the basis in <br />law for and mechanics of Housing Improvement Areas. He then reviewed <br />the specific issues relative to the Fleur Royale Condominium HIA. The <br />City Administrator indicated that his recommendation to the Council this <br />evening is to adopt the Fleur Royale HIA fee schedule. The Fleur Royale <br />owners will have a 45 day veto period to overturn the fee schedule <br />adoption. If 35% of the tax capacity ownership sign a veto petition, the <br />HIA process is stopped. <br />The Administrator reviewed the mechanics for HIA fee payments <br />indicating that once adopted, property owners will have 30 days within <br />which to pay their fee in full or in part (minimum 25% payment) to the <br />City with no interest (payments must be made by Apri129, 2009). Given <br />the veto period will run through May 14, 2009, any fees that are paid will <br />be refunded to property owners if an adequate veto petition is received by <br />the City. If the HIA fee schedule is not vetoed, fee balances of record <br />after the Apri129, 2009 payment period will be certified to Ramsey <br />County for collection with property taxes over a 10 year period.
