MINUTES <br />CITY COUNCIL <br />MARCH 25, 2009 <br />property, and if it is ordered he will protest his assessment. (Ganzel <br />presented his comments in writing.) <br />Jeff Mosner, 2775 Lakeside Court, stated that he opposed the project a <br />year ago. He noted that given the favorable bids, he is in favor of the <br />project. Mosner felt the cost will never be less, and agreed that the <br />Council has to consider the cost to all the taxpayers in the City. Mosner <br />stated that he did not feel the City was forcing the project. He also pointed <br />out that this is the type of project that the country needs to get the <br />economy going. <br />Chris Cardinal, 2755 Lakeside Court, indicated that he already has <br />watermain available to his property. He requested that if the watermain is <br />installed, that consideration be given to the placement of the hydrants in a <br />manner most efficient for the Fire Department. Cardinal asked how <br />frontages were calculated. The City Administrator explained the odd- <br />shaped lot calculation for cul-de-sac lots. Cardinal reported that the street <br />is breaking up in fiā€¢ont of his house. He was concerned that the City is no <br />longer maintaining Lakeside Court, and felt that he should get a credit on <br />his property taxes for the lack of maintenance on the street. Blesener <br />noted that maintaining the street would be a waste of money given its <br />current condition. Cardinal stated that he is not totally against the project, <br />and agreed it is a good time to do this work. However, he did understand <br />his neighbors' positions. He also agreed that both the street reconstruction <br />and the watermain improvement should be done together. He also noted <br />that there is not much base under the pavement. <br />Chuck Pigg, 2800 Lakeside Court, stated that he was in favor of the <br />project. <br />The Council next took comments on the Eli Road/DeSoto Street (from Eli <br />Road to LaBore Road) project. <br />Eric Thorne, 325 Eli Road, stated that he was opposed to the project and <br />felt the assessment was too expensive. Thorne reported that the majority <br />of the twelve property owners on Eli Road were either retired or <br />unemployed. Thorne pointed out that the City has not maintained Eli <br />Road for a number of years, and felt that this was a cost savings to the <br />City that should be applied against the project. Thorne felt that the road <br />should be resurfaced, and not completely reconstructed. He indicated that <br />there are no drainage problems on the street. Thorne indicated that the <br />street only started deteriorating about fve years ago. Thorne stated that he <br />has lived on Eli Road for eight years and that is about the time that the <br />City stopped maintaining the road. <br />
