MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 8, 2009 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 8th day of <br />April, 2009 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Clerk Ms. Kathy Glanzer <br />RENTAL Mayor Blesener opened the workshop meeting to review the updated <br />HOUSING draft of the Rental Housing Licensing Ordinance. The City Administrator <br />LICENSING reviewed his memo dated April 2, 2009 summarizing the changes made <br />ORDINANCE to the ordinance draft as well as outstanding issues. <br />There was discussion relative to the clause that states that the City reserves <br />the right to require additional inspections if a property exceeds the per unit <br />average of deficiencies by more than 50%. The Administrator indicated <br />that based on the total of inspection reports received, a per unit average <br />will be determined. If a specific property exceeds that average by more <br />than 50%, then additional inspections can be required. The Administrator <br />noted that there will be minor versus major deficiencies which will have to <br />be taken into account. He acknowledged that once the ordinance is <br />adopted and the licensing program operational, it may be necessary to <br />make some adjustments to the ordinance provisions. Keis agreed, noting <br />that once the City becomes more experienced in the administration of this <br />program, some changes may be necessary. The Administrator noted that <br />the City will work with property owners on miniscule concerns; it is the <br />major concerns that will trigger the additional inspections. <br />Ted Zinner, Quebec, indicated that the City of St. Paul does not put good <br />landlords into the cycle of reinspections. The Administrator noted that the <br />Council has been clear that once the City gains some experience with this <br />program and gets through the initial inspections, it may be possible to ease <br />off on the inspection schedule. Keis agreed noted that the Council will <br />
