Keis felt that rather than eliminate the program, it <br />could be held in abeyance in the event that it is needed again. <br />The Administrator clarified that the license period would be July 1 sr <br />through June 30°i, but in 2009 the actual effective date would be August <br />l S` Property owners will have through the end of November to have <br />inspections done. If the inspections are not completed by that time, <br />property owners would be considered in violation. The Administrator <br />noted that 25% of units would have to be inspected each year over afour- <br />year cycle. <br />The discussion then focused on the license fee. Blesener noted that the <br />City Administrator is recommending a license fee of $100 per building <br />and $12 per unit. Blesener indicated that he would support $100/building <br />and $10/unit. <br />Montour noted that City staff has looked at the fees that other cities are <br />charging. He indicated that the City is trying to come up with a fee that is <br />fair, yet covers the City's costs. At this point, the City is not sure how <br />much staff time this program will take. <br />Peilen stated that she feels a fee that covers the City's costs is not <br />um•easonable. Peilen noted the large multi-family complexes in the City <br />and the fact that a $12 per unit fee will add up in a hung. Peilen suggested <br />a graduated fee based on the number of units in a complex. She noted that <br />the money spent on these fees is money that would otherwise be spent on <br />the property. <br />Montour noted that the Council has discussed a graduated fee. He felt that <br />once the program is in place and the City has a handle on what it costs to <br />administer, the fees may be able to be decreased. Montom• noted that this <br />is The City's first go at the program, and felt it should run a year or so. <br />After that time, the fee issue could be revisited. McGraw indicated that he <br />wants the City's costs covered, but did not want to charge anyone any <br />more than what is necessary. McGraw indicated that his first duty is to all <br />the taxpayers of the City, and he wants to ensure that the fee is adequate so <br />they are not paying for costs of this program. McGraw agreed that the fee <br />issue could be revisited after the City has some experience with it. <br />One property manager noted that the license fee will be significant for her <br />property. She also noted that there will be inspection fees in addition to <br />the license fee. The property manager pointed out that her property is <br />subject to a lot of inspections and also noted mandated improvements that <br />have to be made at the property. She supported the graduated license fee. <br />
