MINUTES <br />CITY COUNCIL <br />APRIL 8, 2009 <br />RICE STREET/ The Public Works Superintendent reviewed his report dated Apri12, <br />HIGHWAY 36 2009 updating the Council on the Rice Street/Highway 36 bridge project. <br />BRIDGE He reported that the new bridge design has been selected noting that it <br />UPDATE is an offset single-point design. The Superintendent explained that this <br />type of design brings all the ramps to the north, will eliminate one stop <br />light, and improve traffic flow through the corridor. Estimated cost of the <br />bridge is $20.5 million with an additional $4.5 to $5 million in right-of- <br />way acquisition. The entire project will extend from County Road B on <br />the south to County Road B-2 on the north. The Rice Street/County Road <br />B-2 intersection will be improved as part of this project. <br />Montour asked the timeline for this project. The Superintendent indicated <br />that at this time the plan is to have the project ready to bid in 2010. <br />However, there is pressure to get this project done as soon as possible. <br />McGraw noted that this project was discussed at the Ramsey County <br />League of Local Governments meeting, that it was indicated that given the <br />stimulus money that will be used for other projects, money may be freed <br />up to do this project. Therefore, the project may be on the fast track. The <br />City Administrator reported that Maplewood's Public Works Director is <br />pressing the County to get this project going, and is soliciting Roseville <br />and Little Canada to do the same. The City Council stated they wanted <br />the project to move as fast as possible to ensure we don't miss potential <br />funding opportunities. <br />JUSTICE The City Administrator reported that City of St. Paul is pursuing a Justice <br />ASSISTANCE Assistance Grant, and there is the opportunity Little Canada to participate <br />GRANT in this grant application with the potential of receiving $10,104 for law <br />PROGRAM enforcement purposes. The Administrator reported that he has discussed <br />AWARD this with the Ramsey County Sheriffls Department. They initially felt the <br /> administration requirements were too onerous given the limited usage <br /> scope for these dollars. However, the Sheriffls Department has since <br /> learned that the dollars can be used for law enforcement equipment needs. <br />The Administrator recommended that the City par•Cicipate in the grant <br />application, and if grant dollars are received, these dollars be allocated to <br />the benefit of the contracting cities. The City of Shoreview will be <br />participating in the grant application as well and will allocate any funds <br />they received in the same way. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-4-83 -APPROVING THE CITY'S <br />PARTICIPATION IN THE INTERLOCAL AGREEMENT RELATIVE <br />TO JUSTICE ASSITANCE GRANT PROGRAM AS <br />RECOMMENDED BY THE CITYADMINISTRATOR <br />4 <br />
