~I~RING ~- ~ASSO(I~AT~S <br />1AUF NUkA! <br />April 27, 2009 <br />File: 120133E-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: ST JUDE WOODRIDGE SITE NORTH PARKING EXPANSION <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members <br />As requested, we have reviewed the submittal package for the proposed St. Jude north <br />parking lot expansion located at the Woodridge site between County Road B and <br />Highway 36. The submittal documents were prepared by Sunde Engineering, PLLC and <br />are dated March 30, 2009. The documents include plan sheets and storm water <br />calculations. Based upon our review we would offer the following comments. <br />Storm Water Calculations <br />1. The internal parking lot drainage system is private. Therefore, only the <br />overall drainage patterns and discharge rates for the site were reviewed. The <br />ability for the internal system to convey storm water was not reviewed and no <br />comments are provided. <br />2. Infiltration rates for the infiltration basin were provided, however they were <br />only taken a half a foot from the existing ground and the basin will be <br />excavated several feet during the grading process. The Stormwater Pollution <br />Prevention Plan note 5a details that infiltration rates will be preformed at the <br />bottom elevation. These results will need to be provided to the City for <br />verification that the design rates used in the calculations are consistent with <br />the actual rates. <br />Grading, Drainage, and Erosion Control Plan <br />1. A retaining wall is proposed that is over four-feet in height. Signed, <br />engineered drawings detailing the wall construction should be provided for <br />review. <br />ltr-042709-Ping.
