MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JUNE 149 2023 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 14th day of June, 2023 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the <br />City Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Gutierrez, D. Miller and <br />Kwapick. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Development Director <br />Corrin Wendell, Public Works Director Bill Dircks, Parks & Rec/Community Services Director <br />Bryce Shearen, Finance Director Sam Magureanu and City Clerk/HR Manager Heidi Heller. <br />ANNUAL REVIEW OF 2022 STRATEGIC PLAN UPDATE <br />The City Administrator explained that tonight is an opportunity for staff to update the Council on <br />the progress of the Strategic Plan. He stated the initial Strategic Plan was created in 2019, and an <br />update was done in 2022. He stated these strategic directions formed the basis for a number of <br />initiatives that were accomplished over the first three years and helped to guide the budget <br />process from 2020-2023. He stated in April 2023, the City Council and staff again participated <br />in an all -day workshop to evaluate the progress that had been made since 2019 and establish a <br />number of new initiatives that could be accomplished in 2023 and 2024. He gave an update on <br />the hiring of the new Community Relations Manager position and the 6-month placement of a <br />person who is retiring from the military and planning for a career in local government. He noted <br />this position will be paid by ICMA's (International City/County Management Association) <br />Veterans Local Government Management Fellowship Program so the cost to the City is minimal. <br />The City Administrator stated that four strategic directions were initially identified that would help <br />to achieve this vision: Enhancing and Empowering the Community, Creating Operational <br />Efficiency, Maximize the City's Assets to Catalyze Development and Mandating Action and <br />Accountability.
