MINUTES <br />CITY COUNCIL <br />JULY 26, 2023 <br /> <br /> <br /> <br /> <br /> <br /> <br />10 <br />2ND QUARTER 2023 FINANCIAL REPORT <br />The Finance Director provided an overview of the second quarter financial report. He noted that some <br />of the funds that have been accumulated were for a purpose and identified the CIP expenditures and <br />cash flow. <br /> <br />Mayor Fischer thanked the Finance Director for this update, noting that it also gives a glimpse into the <br />budget discussions. <br /> <br />AMENDMENT NO. 3 TO CONTRACT FOR WATER SERVICES WITH BOARD OF <br />WATER COMMISSIONS OF THE CITY OF ST. PAUL (ST. PAUL REGIONAL WATER <br />SERVICES) <br />The Finance Director explained the Council is asked to consider approving amendment No. 3 to the <br />contract for water services with the Board of Water Commissions of the City of St. Paul. He stated <br />that the rate increases proposed are driven by the new water plant that is being constructed. He noted <br />that the increased fees will help to fund the infrastructure needed to provide services. He stated that he <br />is pleased with the proposed rate increases as the previously discussed increases were higher. <br /> <br />T. Miller introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 2023-7-87 – APPROVING AMENDMENT #3 TO THE CONTRACT <br />FOR WATER SERVICE WITH THE ST. PAUL BOARD OF WATER COMMISSIONERS <br /> <br /> The foregoing resolution was duly seconded by Fischer. <br /> Ayes (5). Nays (0). Resolution declared adopted. <br /> <br />RESOLUTION GRANTING APPROVAL TO AN IMPROVEMENT PROJECT BY THE <br />RAMSEY COUNTY HRA AT THE PROVINCES APARTMENTS <br />The City Administrator stated that this is a formality as funds were awarded by the Ramsey County <br />HRA for the project and the City is required to approve the award as well. <br /> <br />Kwapick introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 2023-7-88 – GRANTING APPROVAL TO A PROJECT TO BE <br />UNDERTAKEN BY RAMSEY COUNTY ACTING AS A HOUSING AND <br />REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES, SECTION <br />469.004, SUBDIVISION 1A <br /> <br /> The foregoing resolution was duly seconded by T. Miller. <br /> Ayes (5). Nays (0). Resolution declared adopted. <br /> <br />COUNCIL REPORTS AND MEETING UPDATES <br />D. Miller provided an update on the recent meeting of the Cable Commission noting that the entity has <br />begun its budget discussions. <br /> <br />T. Miller noted that she will be attending the annual meeting of NYFS the following night.
