Under normal circumstances the grant likely would have been split from the very <br />beginning. Vadnais Heights has been a great project partner and the two cities will surely <br />continue to collaborate on joint projects in the future. As such, staff recommends sharing the <br />grant as requested and that additional funding be allocated from the ICIF so that the project can <br />be completed in a timely manner. <br />Utilizing the ICIF fund balance for additional trail related project costs may result in shifting of <br />roadway projects in future Capital Improvement Plans to maintain a healthy fund balance. City <br />staff is beginning the 2024-2033 CIP process and will make necessary adjustments as needed. <br />STAFF RECOMMENDATIONS: <br />Staff recommends a City Council Motion to Approve the allocation of additional funding <br />from the Infrastructure Capital Improvement Fund in the amount of $186,925 to fund the <br />City’s share of the project after equally sharing the CDBG grant with Vadnais Heights. <br />Staff recommends a City Council Motion to Award the Base Bid + Alternate Bid to <br />OMG Midwest, Inc. in the amount of $1,618,064.22.
